I have had a couple of seized stems over the last few months.
The first one, I ended up cutting out, the second I got out, using a combination of a alternative applications of Cider vinegar and plus gas. The plus gas was also applied to the top end, back off the headset and try and get some in from the top.
Patience and Plus gas should do it, remeber there are no lubricating qualities attached to Coca Cola or Vinegar and there will be some galling between the steel and the alloy. Good luck and dont be in too much of a hurry!
