There used to be a bridleway on back lane at burgh castle near me,it led to the marshes and a favourite big fishing stream of mine....the farmer kept locking the gate to stop people going to the stream to fish,but it was a public right of way,he was told about it by our local council several times and he wouldnt remove the lock,everytime we wanted to go fishing we took our bolt croppers and cut the lock off the gate......he replaced it and next time we cut it off.....he applied to have the route moved and after several months of fighting his corner he lost and had to pay all the costs.....this amounted to thousands of pounds.......
It is not easy to alter rights of way.
And some times "public" ownership is a good thing......
If no money is being made it may be because the inept government that was formally running it were unfit for purpose,and a company may be able to make it pay,also if they are not sold as a forest to bring some money in they may be sold as timber,that would be considerably worse....we dont want mass tree felling going on do we
