Heritage/ancient woodlands are not, as far as I know, up for privatisation and yes, I do reckon public rights of way will be retained.

Takes a lot of time, effort and money to change stuff like that.

A lot of the FC areas considered here are recoverable ancient forest areas. Checkout the woodland trust information.
