1. We have springs for the F4 $11.00 and the 400# ones would be the black
2. We also have steer tubes that work for all models of our forks they are $29.00 and 1 -1/8” x 260mm in length. The steer tube is in fact removed from the steer clamp with a hydraulic press as you suspect, and it is installed with some green Loctite and pressed back into the steer clamp, this is true for all versions of the fork.
By your description of the fork “Mongoose” on each leg it more than likely has Cromoly welded legs versus aluminum which is what the F2/3 and F4 all had, the steel legged forks are the first generation therefore referred to as F1’s, all F2/3 parts will work for this fork and if it is rebuilt it receives the latest parts used in 2000 which was the last year we actually made bicycles.
