Think that door is still a lttle bit open, Germans and other races do have a sense of humour, it is just very different to ours, I'm not left wing or politically correct and agree that "Different races are different period" but to say any race is has no sense of humour is well just plain stupid. ...unless of course you were just trying to be funny.

My experience of Germans from working in Europe is that their sense of humour is so dry that it even passed me by sometimes in meetings. I can quite clearly remember a meeting with Spanish, British(me) and the Germans, they were quite funny but it passed the Spanish over the head, as they have an "honest" sense of humour, for want of a better word.
Our stereo type of Germans is just a legacey from the war. Their humour is probably the most similar to us in Europe, except for the Dutch who are virtually British with all the UK TV they watch

I couldnt condone anything that could bring harm to people.
I am however a rascist. I hate gipsy's.
I sit right on the fence here. I agree with the rise above/let the police know about it brigade.
But, im also a devout realist. The Police will not be interested/be able to do anything about it.
He is indeed a bully and deserves to know it. Confrontation is the most sensible answer but that could go wither way.
This country is now brim full of unsociable people whom in my opinion need and deserve reminding of their short comings.
Whatever you decide to do, I trully hope he gets the message.

About double the price I thought it wolud be, but I guess there is a lot of time investment in a tree that size.
The problem here is that you do not definitely know it was your neighbour, yes he has an issue with the tree and sounds a miserable old sod...
If it was offending him, it could have been offending another neighbour, person opposite etc...
Therefore the only realistic option is to replace the tree with something that will be much less palatable. That way, if your neighbour is innocent and he doesn't like the tree replacement he is no worse off, and you still get the opportunity to P*ss off the real culprit.
I suggest a sculpture made of Raleigh Activators...
One thing, a couple of my neighbours occasionally have crossed words over a willow tree. One is convinced that his phone line is rubbish because the line runs through the branches. Is this the case with you? if so might be worth seeing whose house the cable attaches to!
