Since the frame is going to be media blasted and repainted anyway why not use caustic soda?

It might at least remove enough metal to clear the narrow section of the tube

If you are going to leave it in then id secure the post first then clean and paint

Ammonia will only dissolve the aluminium oxide - it probably won't help in your case though, as you want to actually dissolve the aluminium. It's not as if you have an intact seatpost that is just seized because of an oxide build-up.

Sodium hydroxide will do that, but work outside and wear safety glasses and good rubber gloves.
