I certainly have doubts over how ratings are compiled, but I imagine the people who run the stations are aware if they are popular, or not?

In a nutshell, when both BBC 6Music and the Asian Network were indentified last year as facing the axe, the BBC announced after much anger from the public that they would reverse the decision if it could be argued that there is an audience. 6Music has proven that the listener figures were so wide of the mark (perhaps deliberately) that it was non-sensical to close the station: 1.3 million listeners in the figures released this week.

The difference with the Asian Network is that it doesn't pick up the same media headlines or interest, probably due to the fact that it serves a purpose as a station for information as well as entertainment, to a far greater extent than 6Music (and therefore doesn't get the well-known musician DJ's). It's closer to BBC local radio than 6Music, but this is what it was intended to be - and with a 33% increase in listeners in the last year, it's a valid concern. Value for money seemed to be the argument last year, which just highlighted the absolute dream world top-brass Beeb executives seem to live in:

See if you can find the Asian Network or 6Music on the graph, and then compare them to BBC3, which is only on from 7pm at night. I like Family Guy as much as the next person, but what the deuce?
 
£3 million for Anne Robinson [1] to essentially sneer at folk, read an autocue a bit and dish out some mild consumer scaremongering? Depressing.

[1] I'm assuming she's the Robinson in question, not politics journo Nick or former Brain of Britain host Robert ("Ah, would that it were....alas it is not" as the latter might put it).
