That’s an Ursus brand dual kickstand. This frame had a brazed in kickstand mount.

The green roll thing is a soft rifle case with an AR15 inside.

Thanks for replying, a lovely bicycle which I will probably copy, minus the rifle as I'm in the UK.
What is the front rack? Are the low riders separate to the platform?
