It's definitely not for a child. Bear in mind, I'm biggish -1m80 and 14 stones and can wear it. But it's a bit tight, especially for riding84cm/2.54cm=33.07 inches

2.54cm=1 inch
Very adults will have a chest measurement of 33 inches...and I would say that would be XS and not M...Is it perhaps for a child?

Also remember cycling clothing is usually a bit tighter anyway - a M jersey will be smaller than say your M shirt off the high street. And the label is clearly marked M.
To be honest, I did have some difficulty measuring the pit distance as there is no clearly defined seam in the armpit. It curves and tapers in. I nearly wrote about this difficulty but thought I might be overthinking it.
I'm confident with the height measurement.
