No, from VISA's perspective Paypal is the retailer so they charge them. Paypal in turn charge the seller to recoup their costs and run a profitable business.

I've only paid fees using gift once and that was because i used my card. Direct bank transfer or with a paypal balance then neither party gets charged. It's been the norm payment method for a long time now on RB.

Paypal gift. Fees are to be paid if the gift sender doesn't have enough funds to cover the gift in their Paypal account. If they don't have funds in paypal the sender is asked who will pay the bank/credit card transfer fee, themselves or the recipient of the gift.
Paypal want funds to be left in accounts, it's interest for them.

Which leads me to something I've been saying for years:
Ebay fraud
Ebay should team up with a courier and paypal.
Buyer pays for item.
Seller gets item paid for message, funds held.
Seller posts item. With Ebay's own courier partner, set fees and always signed for service.
Buyer recieves item, checks and signs for it.
Ebay release the money on acceptance signature to seller.
Transaction complete = positive feedback.

Thy're half way there with PayPal and Parcelforce print your own post thing. Still fraud happens and transactions are rated on ebayers opinion.

And during the 2 days or so postage the held funds accrue interest for the company.

I am not really sure how exactly, but if I pay something from my creditcard I might pay some fee, but I don't think so. Reason is probably that my Mastercard is already payed for, as it is by my own bank, so they never charge any fee for a transaction.
Second, I mostly pay by PayPal using my normal bankaccount. I just checked my last transaction (with HongKong, so outside Europe and different valuta) and I don't pay any fees. I remember something about being a certified customer from PayPal to be able to use your bankaccount and it has to be able in the country you are. I know PayPal The Netherlands has a deal with the banks, I have no idea about the UK. Because of all the above, I never have money on the PayPal account!

The recipient is charged the fees in your case.

For usual transcations the seller is usually charged for recieveing payments.

"Gift" is a workaround for friendly forums so neither side is charged fees.

whether i have funds or not in my paypal balance doesnt make a difference if I pay fees or not when using the gift option .

but my paypal is linked to a bank account not a debit/credit card .
