Paypal gift. Fees are to be paid if the gift sender doesn't have enough funds to cover the gift in their Paypal account. If they don't have funds in paypal the sender is asked who will pay the bank/credit card transfer fee, themselves or the recipient of the gift.
Paypal want funds to be left in accounts, it's interest for them.
Which leads me to something I've been saying for years:
Ebay fraud
Ebay should team up with a courier and paypal.
Buyer pays for item.
Seller gets item paid for message, funds held.
Seller posts item. With Ebay's own courier partner, set fees and always signed for service.
Buyer recieves item, checks and signs for it.
Ebay release the money on acceptance signature to seller.
Transaction complete = positive feedback.
Thy're half way there with PayPal and Parcelforce print your own post thing. Still fraud happens and transactions are rated on ebayers opinion.
And during the 2 days or so postage the held funds accrue interest for the company.
