Yeah - I've had the bars in all sorts of positions to be fair. I have them up some days down others when I'm trying to impressMuch better.
Get those bars rotated down though. If they are pointing up like that to help your reach, move the brakes up the bend a little, and if that doesn't help you might want a bar with shorter ramps.
The rule of thumb I go with is the lower flat section of the bar should be parallel with the ground or pointing to the rear brake bridge.

I have them up some days down others when I'm trying to impressin all honesty I could ride a 60cm miles better after trying a friend's so I'm on the lookout for a bigger frame.

From the pics, the saddle position suggests a bigger frame would be too big. That looks ok. If you need the bars higher, get an upward sloping stem
