Carlton Pro seat binder bolt

Building my Carlton Pro (incorrectly badged as a Raleigh...) and encountered a minor problem.

The seatpost bolt is gubbed - the head is slightly stripped and won't allow tightening (Unless it's some weird Brit thread and doesn't compute with my metric Allan keys). It's is however a real bolt that goes into a threaded end on the frame (LH Side as viewed from back). The thread also doesn't look very metric... Anyone know where I can get a replacement, or can I slip a campag seatbinder bolt through the threaded end and use that? Would prefer "proper" as building a real retro rather than a NuRetro...

Any experts out there?

Not an expert but, I have a similar bolt on my Ellis Briggs, a 7/32 allen key fits perfectly.
