This frame post-dates the clip headset era somewhat. There were a small number of manufacturers who persisted with them well into the 1950s, but I don’t think I’ve ever noticed R. O. Harrison being one of them.HS - and count your good fortune that steerer along eno' to accommodate it as well...quite conceivable it was made this length to accept a clip style set...
The steerer would be a lot longer if it had had a clip originally. The threads would be finer and it would probably still show some sign of having had a tongue cutout if it had been cut down. It would be more likely to see a roadster style headset fitted to a cut down clip steerer, since the threads are the same
