Do you think it's had a respray, or at least a front end respray, which would expect a good match with the faux forks. I ask because didn't they all have chromed head lugs like the one below
I think it looks right when the bottom of the bars are horizontal (or near). Then fit the levers to suit. But there's the problem. Older deeper bars don't allow for a good ergonomic lever position. To me, modern bars with a shallower drop have been a revelation
If I were locking a bike up in London, I'd go for something that looks tired, disheveled and lots of patina or rattlecan. Nothing to stop it being a mechanically competent thoroughbred underneath , but definitely something that doesn't catch the eye
How does the 35 ring enter the equation? It's not common, most compact crank sets being supplied with 34 or 36. And if it's custom choice, a 33 would give a lower gear still
"To the tip" is a bit strong. There's always someone who can make use of it. Personally I'd sooner ride this than some of the tat that folk on here have restored and love. Some of that 70s gas pipe stuff really was bso tat, but we rode them and had fun.

Looking at that alloy cone spacer on the left, I'd say the left side can't be reduced.
So you could take axle washers out of the right but any freewheel you use will have to be really narrow
And not forgetting that the wheel will need redishing

21" is usually a small bike, but looking at the head tube, it looks fairly big. I'm therefore assuming it's a frame that slopes upwards towards the front. If I'm correct I'd say the 21" is a bit of a misnomer...
