I think the need for a short top tube may explain the small frame-long seat post of the one in the photo. I'd guess that would shorten the reach.

The one on the photo kind of throws away the reach advantage by insanely low bars. Pro racers run with them higher! I high rise stem is usually necessary to get the fit right for something sensible like the bars only 20mm below the saddle. After all the thing's a tourer and has to fit for all-day riding!
