Couple of things to improve your chances with an airshot (before going compressor) turn the tyre inside out and leave it fitted to the rim overnight (or just draped round the rim) straightens the bead out and also helps force the bead against the rim wall. Either that or fit it overnight with a tube in.
Valve core out as well. (Though i'd guess you are already doing this?)
