How he only got 3.5 years in prison is shocking in itself. What he did is tantamount to manslaughter, everyone (should) know that when behind the wheel of a motor vehicle you are, without being especially careful, in grave danger of killing people. It only takes one lapse in concentration for it to happen. To wilfully speed along in what I assume is a residential area and kill an innocent child is disgusting. Ten years imprisonment as punishment followed by 10 years 'outside' without a driving licence would have been a little more just in my eyes.
