need help with this frame

I got my hands on a very poorly painted frame and the person who gave it to me couldn't tell me the brand.
It has the same MOD "Eagle" GIPIEMME Stamp @ the same spot like:

Can anyone tell me what brand and year could it be from?

No idea what it is, but it's very modest: stamped dropouts, crude cable routing through the top tube and Unicrown fork.

The fork and construction in general suggest no earlier than the Nineties.
