I made it 36.7 v 37.6 using 27 inch wheel size so less than an inch.

Presuming mech will handle 28t

I had an Ultegra road one that took fine to a 14-28 mtb spread. With a 22-32-42 up front. What's the fm on that bike?
I measured using 622mm rim diameter BTW = 24 1/2"
Either way, there's precisely bugger all in in it.
