I said some people here tape over their LEGAL plates. Their car is legal till they pull over around the corner from the gas station. They tape over their own plates, pull into the gas station at the far pump, fill up, jump in, leave. Once around the corner, they jump out, rip the tape off the plates, and they're perfectly legal again. There seems to be a direct correlation between spikes in price and theft here. I would imagine it's the same there.
