Looks like they've been ridden whilst flat for a (at least) short distance - criss-cross dark hatching. Plus there's bits hanging off. The rear tyre looks 50% worn - front not so bad.

I'd be opening up a dispute on eBay pronto. Certainly not new and dirty - even very dirty. Used and dirty!!
