It would be nice to get copies of the Overbury's decals for the frame made up. I'd keep the original rims as I've never seen the OB decals on them and they finish the bike off nicely.

For a saddle I think either a Turbo or Rolls should look the part.

However, before that I have a stuck stem, very stuck, stuck as fook!
 
The usual, brute force, penetrating oil, a hammer, swear words etc

Will get it on the vice in a bit, don't want to bend the forks

You could tip the frame upside down you could and put loads of penetrating or 3 in 1 oil or caustic soda, if that doesn't go to plan you could freeze the stem out.
 
Plus gas and patience, from the bottom, lots, wait overnight, attempt, repeat as required.
 
Had a rusted in wedge wedge stuck from a quil stem once. Ended up soaking with WD40 upside-down overnight, then thumping it out with a metal bar and a big hammer. Didn't come quietly but nothing was damaged - good luck.

Yeah just do this. No need to damage stem or forks. Plus gas will do its magic might just take a few weeks to get there.

will not be damaging the forks for sure!

the wedge is free, but still in there. i have replaced the binder bolt and tighted it up enough to stop the plus gas running out the top of the stem

would it be a better idea to somehow try to remove the wedge from the bottom of the forks and bung the hole and then fill with oil?

i will be sending this off to Jacksons or Argos for a refinish, so if it doesn't come out then i will ask them to help.

I have also managed to track down a very similar stem as a back up, if this one has to be sacrificed in the end.
