Don't know if you can make out in that pic but it's got carbon bars and White industries hubs on it (are White industries lighter than Shimano hubs ?)

The problem with balancing the back wheel is that you have to support the bike to stop it falling, so the reading will be wrong.

If you have decent bathroom scales, a more accurate method is to weigh yourself when holding the bike and then weigh yourself again without. The difference is the bike weight.
 
Your Orange frame may well be no light weight but you can still get it down to light weight bike. My Trimble frame is 5lb 12oz. And is 22lb 8oz But with the right tyres down to 22lb But get loads of puctures. Plus spends £££ on ti spokes and could be looking at 20.8ish area.
