Whoever owns that is obviously a complete noob poorly fitted back wheel and that bike is so subpar if you look closely you can see the forks don't terminate in forged dropouts, no sir - That's far too expensive! The rarely seen technique of crushing the ends of the tubing then slotting that for the spindle is used instead

The closest that should be getting to cycling is REcycling
its a townsend sotavento. and as for"extra" stickers bitd quiet often we'd sell them like that. the dodgy place where i worked back then as a youth would buy the returned / damaged stock from townsend or moore large or whoever to sell on as new. often the bikes would have scratches and damage that needed to be hidden so stickers would be carefully applied. the shimano on the downtube looks especially right for this.
