Mystery and Unidentified Parts

Not a part, but a tool in this case I believe.
Dug these out of a box that has been in the loft since 1994/5.
I think they are bearing drifts for 6903 bearings judging by the bag they were in, and they have a 9mm hole in them.
Two different sizes.
But for what hubs? Any in particular or a universal tool?

They look like the bits supplied with a Royce BB tool for bolting it in place.
