Klein Rascal - 18" XSmall, XT, unusual paint

I don't know if this is some sort of Graffiti paint job gone wrong, or perhaps a Horizon Linear Fade where someone rubbed acetone to remove the top paint layers and then left it in the sun for a few years, or something else. The decals are still in place and look to be original.
