Sending an old frame to a paintshop/frame builder with your credit card number and telling them to fix it is not a skill, its a measure of the size of your wallet.
Calling Mr. Chance and asking him to build you a C26 with an old FRO and some carbon tubes you bought on e-bay does not require any more skill than managing to get his address right on the initial parcel (first build of this excepted... that required vision).
I tend not to vote for builds like the above. I like bikes with a good story, historical significance or some kind of personal connection.
