Just a thought, you could write a letter to him via his bank, whom I assume are obliged to forward it to him. A gentle threat ( ) of legal action might just persuade him to sort this mess out.
At the moment, I'm guessing that he thinks he is uncontactable, but a letter via a third party might jolt him :?:
