Care needs to be taken with steel wire wheels.
1. They will remove metal as well as rust in a steel frame and strip an alloy frame pretty quick. It also introduces more steel fragments to the area as the wheel gets worn. These particles will agrivate and promote rust.
2. Aluminium foil when heated a bit and broken down ( ie by sticking in a hole in a drill) creates an aluminium oxide grinding powder, which is commercially used for cleaning. It will not damage steel, it's far finer and it leaves no rust prone residue.
I'm not saying that wire wheels dont have a place, you just need to know your enemy.
