Campagnolo Veloce 9 speed shifting issue

I have had similar problems in the past. In my case it was that the cable outer was not snugged fully into the Ergo body when I overhauled things and replaced the outers. It was really easy for the outer to be 1 or 2 mm off snug, especially as you tape the outer round the bend in the bars. Make a couple of clicks and it's enough tension to pull the outer snug.

It's a total pain, but unwrap the top of the bars, tension it all up (make a couple of clicks but don't pedal to allow the shift) re-tape the outer and re-wrap.

I'm pedantic about seating cable housings properly before wrapping tape and bartape.

To check, I've reassembled the shifter, fitted it to the handlebar and run a few tests (pushing the down shift lever), but nothing seems to be moving, and the gears are still misbehaving.

What a pain in the unmentionables . . .
 
You can check this if you put the bike in top, then hold the cable along the Chainstay, and click the shifter down and up to check it all feels tight and smooth both ways.
(The final section of outer is always worth replacing if shifting is sluggish as it's easily damaged and gets contaminated fastest)
I really appreciate the input on this!

I've done all the checks to make sure that the cable runs smoothly in the housing and has sufficient tension across the gears, and it all feels just fine.

The bike has new gear cables and housings, so that's why I think it must be a shifter issue.
 
I think (but I'm no way an expert in the mechanics of modern Campag stuff) that like bikeworkshop wrote earlier you've got a lot of worn parts in the shifter - none worn enough to be instantly identifiable as the cause but each contributing a little to the issue. Maybe you could try a different lever and see what happens - canabalizing a 'broken' RH Xenon brifter sourced for pence from a popular auction site was how I started my move to 10speed.
