i think that has been done to your 91 or 92 era frame, simply to replace the tip which was orginally damaged or snapped. the original tip was part of the plate that is the drop out, it was one peice. the replaceable tip you have needs to be recessed into the frame, to get the right width for your rear hub QR and to have the derailluer in the right vertical plane.

so it looks like someone has done a very good job of machining down the dropout plate with a recess, to take the new replaceable tip. as well as boring the two holes for the fixing bolts.

Guessing you won't be needing an anti-chain suck thing.
