Hi mate, assuming your fsr is a 1999 the same a mine, I don't recall there being any spacers. That said, i can't see how the bearing could sit flush with the frame without any :?
These pictures are over 5 years old so unfortunately I can't guarantee anything from memory But have a look, and they may be of some use viewtopic.php?t=102701&start=15
My advice is that the bolt should be long enough, so pop in some spacers and see how you get on. I don't see any reason as to why they shouldn't work. After all their only purpose is to fill the gap between the bearing and the frame. I would also create a small plastic bushing to go under the spacer to prevent it from digging into the frame over time
