Adjusting a Phil Wood Eccentric BB.

Anyone know how to adjust Phil Wood Eccentric BB's. I am struggling to shift the eccentric part in the frame to achieve chain tension. Is there a special tool? Obviously I have undone the set screws but it wont budge, does it just need a heavy hand? Please help so I can finish off my SS!

Undo the pinch bolts.

Place Long Allen key or similar in the hole provided in the EBB.

Turn cranks until they come against the Allen key (or similar).

Keep turning until correct tension achieved.

Tighten pinch bolts.

I know it'll sound odd but if its really stuck I remove one crank arm and put it back on the bb in the same plane as the other crank arm, then you can pull or push the cranks in the same direction and hopefully get the bb to move!
