So I decided to assemble some parts and do a fit up. With this headset the steerer is 1/4” -3/8”short and with the logic crankset the 111mm bottom bracket axle is likely 10mm short. Any help or suggestions at this point would be appreciated. I will definitely need a new bottom bracket and am unsure if a change of headset will help or not.
I’d be looking for the lowest stack height, era appropriate headset you can find. That looks like a Shimano 600, pretty sure there are lower stack height units out there that would help, whether you get back a 1/4“ is hard to say. Others may be able to comment on steel steerer lengthening options.
If you have calipers measure all the exposed bits in mm to find your current stack height and start googling to see about options 5-10mm less

That 600 unit may measure 37.6mm according to the interweb, XT & DX units may be around 33mm. I noticed a 1” version of a Tange Seiki Passage is around 30mm, is you bike 1” or 1-1/8”?
With these measurements I doubt you can make it work with a smaller stack headset. If you don´t want to go through the hassle of finding a fork with a longer steerer tube you could try to find a framebuilder who lengthens the existing one.

Yes my initial thoughts are to lengthen the steerer as I work in an office with a large custom metal fabrication shop and getting it done should not pose an issue. i had intentions of switching to a 1” threaded Ritchey headset but I believe this one may be original and higher quality. As for the bottom bracket I see that they are available in a 123mm length
