"Yes, certainly things can be done to get the frame back working properly.

I don't think much can be done in terms of welding or brazing up the damage and cracks, or inserting liner. The material around the crack will be very thin, tired and has been through at least 3 heat cycles so far.

My preferred approach would be to start again with fresh material, using an inserted seattube top collar. The current tube would be cut approximately 90mm below the current top, remove the current top section and clean back the brass fillets on the TT and SS to their original miters.
The collar is then inserted into the remains of the seat tube, welded in place and filed flush to hide the join. Then the TT and SS joints can be re-brazed into fillets as original.

This collar would be thicker walled than the current tube, for a 27.2mm post (so less likely to crack), with a slot and clamp bolt on the front as before."

It's only ever had a seat post installed, it's never been ridden since the repair :facepalm:
