Get a long length of string and feed it into the frame. When an amount that is longer than the tube is in the frame get a vacuum hose over the exit hole and hopefully you can suck the string through the hole. Make sure you have hold of the other end!!
Then tape the string to the cable and pull...
Here is another tool. Does not account for backsweep/rise on flat bars or backsweep/rise/reach on drop bars BUT if you know the start point at the clamp, of a set of bars that feel comfy, then you can play with different stems and spacer stacks in the tool...
