Riding position/braking reach and comfort with drop bars on a Raleigh clubman help

So a Nitto 26mm should ease the issue?
Riding was very nice - saddle needs to be changed to a Brooks as it’s uncomfortable - but when braking I need to reach forward and grab the drop bars and brake - leaning forward too much - it’s annoying and distracting - downhill it’s hair raising as I have to resort to a racing position when trying to slow down.

Looking at the frame the seat seems to be further back because of the angle is this standard and normal for touring bikes?

Finally out of curiosity, is there anything like a more compact brake lever out there ? With shorter hoods ?
 
26.0 clamp diameter, 60mm reach, high rise. Old Cinelli was 26.4 clamp, some stuff is 25.4 clamp, get your vernier out on the bars ans I think they may well be 25.4...

I’m going to get the vernier out to take a measurement this eve
And will be on the look out for the type of stem above - and some Cinelli Giro d'Italia bars. If all goes wrong it’ll be the moustache bars! The bike is mint and I lid £160 for it - I doubt I’ll be able to get anything like this for that price again
 
Cinelli are 26.4mm from memory. Your bars are almost certainly 25.4mm. As @KermitGKona88 says no short reach levers. Nitto is available in 25.4mm and 26.0mm. As you raise the bars the reach is shortened as hamster said. Try a stem first see how it goes. Edit measure your stem extension and maybe go shorter?
