I don't think you would go wrong with 1.5 Panaracer Paselas or their cousins. Nice on the road and good on light gravel and trails. I've used them for gravel grinding including some nasty rocky and rutted sections.

Just done a ride today on 1.9 city jets as ive just set up a bike for winter road use. All on road and very comfy but quick enough. 2 mins slower than my road bike over 25 miles. Not sure about off road though.

No problemo, I don't even lower the pressure.
Of course you won't get the same levels of grip as an off-road tyre, but you'd be surprised at how much you can still do.
