Truing a bent wheel

Rear wheels are awkward because the drive side spokes end up about twice as tight as the non-drive side spokes (because of the dish). So turning the nipple the same amount has a different effect on each side. I'd bring the very loose spokes up to the tension of the rest of them and go from there. If the whole wheel starts getting too tight, go round and loosen everything by the same amount.
