it's looking like this is the way forward. I've heard back from the seller, they don't have the key or the paperwork. It's a shame, they're nice looking bits of kit.
 
I wouldn't use bolt croppers! The steel is pretty hard and can just see the scenario....

You heave on the handles, you think the bolt is giving in but its not, so you apply even more force and then the bolt is giving way to the heavy hand, then... ''BANG''

The bolt has sheared off and the force its taken you to chop it in half is then transferred through the croppers and then you smash them on the rear of the frame, badly dinting the frame tubes and chipping a shit load of paint! This has happened to a friend, I told him he can borrow my mini Dremel with a few carbon cutting disc's to slowly & carefully grind a groove in the bolt, but oh no my friend has bolt croppers and having never used them before, he was dying to use them :facepalm:
