Removing a stuck headset race

too late to see this but would have suggested grinding away the race on opposite side and then poking/prying with screwdriver to make the race collapse .... but you did it anyway.

It looks like the remains of a sealed bearing - is that correct for the frame? - it did look like it was too far down in the head tube.
 
I think it was a sealed bearing and not correct for the frame at all as far as I'm aware as it takes a standard headset.

Cheers all for the advice, a happy ending, especially as I've now sourced the correct stem too.
 
If you haven't tried already worth trying any other 1 1/4" cups for size - make sure that the heartube isn't a wizards sleeve after all the efforts - especially if you suspect the previous owner had a go at it.
