Given the scrap frame is a Whyte 901 from 2015, I am pretty sure it is not titanium

Bit hard to tell with the paint but the bottom bracket junction does look a bit like tig welding, but other bits like brake bosses look like very blobby brazing. Someone who knew how to do the former but not the latter perhaps.
