The Orange Diva and 5 Diva always seem to be well thought of. Not cheap but a 2nd hand Diva might come in budget?

I bought my wife a nickel plated P7 and fitted a quill stem with more rise and she loves it. If it's going to be a commuter then retro steel with rigid forks will be perfect. Fit the right tyres and she will enjoy. Also without suspension and disc brakes the bike will be light too which is also a bonus.
