Only thing to bear in mind about the marking is whether it was simply a surface mark/discolouration or actually a scratch.
A scratch *might* need some attention at some point in the not too distant future.
And its very common for forks to be underfilled from the factory. I don't think i've had a single fork thats come with enough lubrication oil in it. (Except some open bath forks!)
