They don't all. I recently whacked a Miche 13-23T 9 speed cluster on my MTB.
Maybe you could get a junior range cassette?
 
You could get a compact crank perhaps?
I did that. After living in Tenerife, had to.
I got a 33/53T setup on one bike. Which is better than 39T I think, especially for climbing.
Only had to change chainrings once on the ride.😆

Other than railway bridges there's nothing much within 15 miles of here that needs a gear change. Even my MTB has a straight-through cassette.
 
Search for Junior Shimano Cassette.
Did that, thanks. There's a few leads which are useful, but don't always provide the range I want which is around 13/14 to 28 and 9 speed options seem to be unpopular.
What I do at the moment is buy a 12-25 9 speed cassette, lose the 12 and add my existing loose (used) 28 cog plus spacer, on the basis that it hasn't been used that much

Funny enough I want something with a 10 tooth on it. But without a new freebody style that isn't going to happen. What goes up must come down. FAST.
Even funnier enough, two if my bikes are singlespeed.
