Come on! Get the fine grade sandpaper out! Spray all lugs and back end/front end black and slowly and carefully take back that blue on the tubes!

More enthusiasm - forget packing your bags you have a job to do!

on closer inspection of the bare frame only pics you could easily get away with scotchbrite to key the current blue paint & just overspray it with black. The only section that would have a tad more black paint than a normal epic would be the top of the downtube, but its only by an inch or so & would be barely noticeable :)

mtb-catalogue.de has pretty good pics of 91 epic that knowing gil@cyclesheds skills could probabily copy to re-create the decals :)
 
you could try a paint solvent rather than a stripper, might be more time consuming in the long run and would require many applications. but you should be able to do it, it won't damage the carbon, and you can respray the carbon with something like ultravar 220 to clear coat it again.

prepare for lots of hand polishing and dont use anything more abrasive than a rough cloth.

if you want the real tech answer then email specialized, ask them what the epoxy used was and then email the guys at spsystems they are the uk's biggest composites manufacturer and have a hell of a support team.

or email bob@windcheetah.co.uk, they manufacture mike burrows carbon recumbant, they must fix the stuff which must mean removing the paint.
 
i picked one up recently. rough cosmetically, and a huge size, but it was cheap. current plans involve stripping it (the paint is beyond salvaging) and turning it into a fixie type road thing.
