Bottle cage bolt stuck. With cage attached

Cage is loose and not frozen to the bolt. Just the bolt in the frame
 
Had the same problem a while back
With rounded alloy bolt
I managed to crack it loose by bending cage up to grab the bolt
While spinning the cage off ....
Second option is as been said cut slot for large flat or crosshead driver ...

Get an easy out in there. Drill a small hole in the bolt, screw in the easy out (reverse thread). When it bites it will undo the bolt. Getting some penetrating fluid in there first can only help.

Bad news.

Picked the bike up tonight after a lot of soaking with penetrating oil. Cage and rivnut fell out as one with next to no force from me. Guess prior owner gave it some welly doing their attempt to work it loose.

So next question should really now be, how to replace a rivnut!

I haven't attacked the seatpost yet that is going to be the most difficult job. Lol
 
You can buy spare rivnuts and there is a trick to fit them, simply using a stack of washers, nuts and a bolt. Youtube is the place to go.

(or if you have a good local shop, they'll have the tool, and the rivnuts)
