Crackwise, it doesnt matter if with shim or without. It literally doesnt make things better or worse. If at all, a shim COULD take away some of the stress on the head tube. but that is debatable.
Dan Chambers has once explained me what the problem was. With re-working the head tube slightly, stress can be taken off the area that is always causing the cracks.
