Speaking with Jamma and considering another friend of the same stature, I think a 16" frame is needed. We decided that the 15" framed, 24" wheeled bike mentioned above wasn't going to be large enough.
Nick, my wife is 5'2 and her 15 inch frame is too big for her (Edinburgh bike CoOp womens frame) (26inch wheels), I've gone for a 13inch frame to replace it (Specialized) unless she has longer then average legs for her height I would keep below 15. Perhaps take her to a shop and get her to try out a few sizes.
second this. can't really just base it on frame size in inches - top-tube needs to be short enough and low standover too - really depends on the overall design of the frame.
